LAWS OF BLACKWATER PORT AND DOROVAR

Blackwater has developed a highly organized crime fighting system.  Laws are set up to protect the citizen first and visitors second with slaves and criminals as nothing.  Crime is kept to a minimum in the better parts of the city and the nearby farmland.  Other areas are a little harder to control. 

 

Crimes range in severity from least ‘5’ to the worst possible ‘1’.

 

Class 5 Crimes

Fine 5cp, 1-6 days in the stocks: General disturbances, public drunkenness, theft under 1sp, brawling etc.

 

Class 4 Crimes

Fine 5sp, dunking in the pools and 1-6 days jail: Illegal weapons possession, Interfering with the enforcers, Lying to an official, Impersonation, theft under 1gp, license and guild infractions (1st Offense), etc.

 

Class 3 Crimes

Fine 1-10gp, lashing, prison 1-6 months, gladiatorial school: Manslaughter, theft over 1gp, under 200gp, racketeering, second offense class 4, smuggling, religious offenses, etc.

 

Class 2 Crimes

Fine 1-400gp, Prison 1-12 years, slavery, relocation camp:  Helping escaped slaves, stealing mail, attacking enforcer, murder, theft 200-2000gp, free-lance adventuring, tax evasion, 3rd offense of any kind, escapee, buccaneers, and pirating, etc.

 

Class 1 Crimes

Life in prison, relocation camp, death, or worse:  Assassination, mutilations, blackmail, traitor to the crown, desertion, offending the crown.

Revised for 3rd and 3.5 Editions; under current revision for

5th Edition Rules.
